Regulations of the 13th Friendship Tournament 2011

ARTICLE 1. Organization
The U.S.D. GRAVIS, with the support of the Friuli Venezia Giulia Region, the Province of Pordenone and the Municipality of San Giorgio della Richinvelda, organizes the twelfth “International Youth Friendship Soccer Tournament”, which will be played from 31st August to 4th September 2011, in San Giorgio della Richinvelda (Pordenone) and in other football fields in the province of Pordenone.

ARTICLE 2. Participation category and age limits
The tournament is reserved to the young belonging soccer players to the category Allievi regularly enrolled with his/her own society and federation belong for the season in progress had been born since 1st January 1995 until the day of their 14th birthday.

ARTICLE 3. Loans
The loaning of players is allowed, for a maximum number of 3 (three) players per team; they may not be interchangeable and shall remain in the same team for the duration of the tournament, after prior presentation of the approval of their home club, which cannot be among the clubs taking part in the tournament.

ARTICLE 4. List of players
Before the start of the tournament, the participating clubs shall submit to the organizers the list of the players they intend to use, up to a maximum of 20. No changes may be made in these lists after they have been submitted.

ARTICLE 5. Replacements
A maximum of 7 replacements are allowed, independently of the players’ role, at any moment during the game.

ARTICLE 6. Participating clubs
The tournament will host 12 clubs: Cagliari Calcio, SS Lazio, Udinese Calcio, Atalanta BC, AC Chievo Verona, Calcio Padova, Eintracht Frankfurt, Olympique Marseille, Montebelluna Calcio, Tottenham FC, Pordenone Calcio, USD Gravis.

ARTICLE 7. Formula of tournament
The tournament will be held in five consecutive days.
Qualifying phase: the participating teams will be subdivided, at the sole discretion of the Organizing Committee, in three rounds of four teams each, which in this phase will play only first-round games according to the championship formula.
Final phase: the final phase of the tournament will be played by 8 teams, which will play against each other according to the following procedure:
Quarterfinals: the top two classifying teams in each round and the two best third will move to the quarterfinals and will meet according to the following mechanism:

first round B - second best third (Group 2)
first round C - second round A (Group 3)
second round B - second round C (Group 4)
Semifinals: the semifinal matches will be played according to the following mechanism:
winner of Group 1 - winner of Group 4
winner of Group 2 - winner of Group 3
Finals: the winning teams from the two semifinal games will play the grand final for 1st and 2nd place, while the losers from the semifinal games will play against each other for 3rd and 4th place.
Minor finals: the four losing teams from the quarterfinals will play the finals for fifth and seventh place. The two best teams eliminated in the quarterfinals will play the final for 5th and 6th place, while the other two teams will play against each other for the 7th and 8th place final. The choice of the best teams eliminated in the quarterfinals will be based on the best goal difference during the whole tournament (qualifying phase and quarterfinals), the largest number of goals scored in the whole tournament, the relative placing in the qualifying phase, and if necessary the standing will be decided by drawing lots.

ARTICLE 8. Ranking
The ranking will be drawn up in light of the following criteria:
3 points for win - 1 point for a draw - 0 points for a defeat
In case of equal points apply the criteria in order listed

2. Difference nets in direct meeting between the teams to equality of points
3. Difference nets on total of meetings played in round
4. Highest number of goals scored on total of meetings played in round
5. Draw
To define the best third, in case of equal points apply the criteria in order listed
1. Difference nets on total of meetings played in round
2. Highest number of goals scored on total of meetings played in round
3. Draw

ARTICLE 9. Playing times
The matches will be played in two times of 30 minutes each. The matches are played 11>11 on regulation-size fields with regulation goals, and using No. 5 balls.

ARTICLE 10. Penalty kicks (expected in the quarterfinals, semifinals and finals)
In case of tied game at the end of the two regulation times, the match will end with penalty kicks, with the procedure set down by rule 7 of the rules of the game and of the official decisions.

ARTICLE 11. Extra time
Only the 1st and 2nd-place final foresees the playing of two extra times of 10 minutes each in case of tie at the end of regulation time; if the teams are still tied at the end of the two extra times, the game will proceed with a penalty-kick shootout as in Art. 10.

ARTICLE 12. Referees
The matches will be refereed by F.I.G.C. / A.I.A. referees.

ARTICLE 13. Tournament Committee
A Tournament Committee will be established with the responsibility of resolving any controversy, objection, complaint or unexpected occurrence. The Committee will be made up of the following persons: Oscar Fornasier (President), Giacomino Pasquin (Vice Presidente), Marco Fornasier (member), Pietro D’Andrea (member).
The Committee will not accept objections or complaints on the decisions of referees.
Every player considered guilty of unsportsmanlike behaviour will be referred to his own National Federation, which will adopt the appropriate measures. Every member of the participating Delegations guilty of unsportsmanlike actions during the Tournament will be referred in writing by the Tournament Committee to the National or International Federation designated to adopt the appropriate measures.

ARTICLE 14. Tournament Discipline
The discipline of the Tournament is entrusted to the Sport Judge appointed or acting in place of the competent Committee.

ARTICLE 15. Automatic sanctions
Automatic sanctions spring into effect with the following procedure. A player expelled during a game may not play in the next game, subject to more stringent penalties inflicted by the Sport Judge. A player who in the course of the Tournament incurs in a second warning will be disqualified for one game based on a decretory judgment of the Sport Judge.

ARTICLE 16. Complaints
Any complaints shall be lodged within 30 minutes following the end of the match, accompanied by a 10 Euro fee; a copy of the complaint shall be delivered to the counterpart within 30 minutes.

ARTICLE 17. Insurance
It is the responsibility of participating sports club to provide insurance coverage for its players. The organization is responsible for the rules to be covered by insurance.

ARTICLE 18. I.F.A.B.
The games are played according to the rules of the International Football Associations Board (IFAB), current edition.

ARTICLE 19. “Inform to form”
During the Tournament, the organizing club, in cooperation with the locally responsible Regional Committee, will organize a technical informative meeting for technicians, organizers, parents and players, with the presence of a spokesperson provided by the same Committee.

ARTICLE 20. General rules
For any matters not covered by these regulations, the provisions of the federal regulations apply as compatible, as well as the ones indicated in the Official Statement No. 1 of the Youth and Students Sector relative to the current sports season.
